Mental Health Rehabilitation Specialist

Job Requirements and Duties

Under the general supervision of a Licensed Mental Health Clinical Supervisor, the (Bilingual) Mental Health Resource Specialist will provide a variety of professional mental health services and related administrative functions in support of clients and their families. This includes, but is not limited to, case management/care coordination, short-term crisis intervention, evaluation, counseling, assisting in the implementation of appropriate treatment or service plans and other duties as required. Clients include children experiencing mental illness, substance use or emotional disturbance. The MHRS may also provide Intensive Home-Based Services (IHBS) and Intensive Care Coordination (ICC) and coordinate and perform Child Family Team Meetings (CFT).Clients may be in crisis, experiencing chronic illness or may be involved with the criminal justice system.

 

The MHRS is a dynamic, comprehensive position that includes the following responsibilities: 

  • Interview clients to assess and evaluate needs, provide crisis intervention, and determine treatment or rehabilitation requirements.

  • Gather and analyze information on client’s presenting circumstances, social, substance use and psychiatric history, and/or immediate needs.

  • Determine mental health needs, making recommendations and referrals within the Agency or to other programs and agencies as appropriate.

  • Provide continuing case management services to evaluate the client and/or family in order to support the client at the most independent level in the least restrictive setting possible.

  • Serve as Coordinator of client service plans, which addresses the psychosocial needs with client input. This may include housing, employment, and education, financial, legal, and social needs.

  • Prepare case histories, assessments or service plans.

  • Participate in case conferencing with multiple service providers for the purpose of developing and approving client plans and monitoring client’s progress.

  • Communicate and/or consult with a variety of organizations, agencies, programs, and individuals in obtaining necessary treatment approaches and/or support services for clients, assisting clients to meet their basic needs and improve their current situations.

  • Provide individual and family mental health sessions as assigned, under the direct supervision of a licensed certified staff member.

  • Participate in CFT meetings.

  • Accompany clients to appointments, help in completing paperwork, and provide intervention services.

  • Prepare a variety of administrative records, reports, correspondence, and other documentation and maintain client records via AVATAR. Note writing will be in accordance with professional standards, state regulations and department protocol.

  • Prepare progress notes, charts and closing and/or transfer summaries.

  • Participate in staff meetings, in-service training, team treatment sessions, conferences, and workshops.

  • Consult with supervisor, team members, and other professional staff concerning client caseload and/or assigned functions.

 

Education, Experience, and Qualifications

  • Must have:

    • Master’s degree from an accredited college or university in counseling, psychology, social work, or other mental health related field AND two years of experience in a mental health setting

    • OR Bachelor’s degree from an accredited college or university in counseling, psychology, social work, or other mental health related field AND  Four years full-time experience in a recognized public or private agency providing mental health counseling, substance abuse counseling, psycho-social assessment, or case management services to individuals with mental illness, substance use disorders, or emotional disturbance.

    • OR Associate’s degree from an accredited college or university in counseling, psychology, social work, or other mental health related field AND six years of experience in a mental health setting 

  • Ability to speak and write in both Spanish and English

  • Ability to: 

    • Assess client’s behavioral and emotional problems/conditions, making knowledgeable recommendations and/or designing appropriate service plans.

    • Interview clients and record pertinent information in an effective manner. Obtain accurate social, personal, and psychosocial information.

    • Conduct effective individual services with assigned clients and individuals in crisis.

    • Participate effectively with assigned treatment or case management team.

    • Prepare a variety of administrative and professional reports.

    • Learn the appropriate laws, regulations, Agency policies and procedures of health and social service programs.

    • Communicate effectively in both oral and written form.

    • Establish and maintain effective work relationships with those contacted in the performance of required duties.

    • Input and access data utilizing a computer

  • You will be using AVATAR, the county’s web based billing and tracking database. Experience using this database is desirable, but not required; however, you must communicate effectively and be able to use or learn current technology, including electronic health records, in the following areas: case notes, assessments, treatment plans, case management

  • Employee adheres to Medi-Cal documentation requirements and completes work in a timely, accurate, and thorough manner

Job Type: Full-time preferred 

Pay: $27.00 - $29.00 per hour

Work Location: Offices in Santa Cruz and Watsonville, schools, the community
